Currently I have a VS2005 solution that consist of many setup projects,
these are almost the same, with the only difference that they include some
different content files (in addition to the same project outputs & GUI
elements).

My windows installer Setup project needs to install a desktop application
plus an optional Windows Service, into a single destination folder. Both
applications share the same assemblies and are part of the same solution.

Here is the error message. Any ideas? Thanks.
Error 25007.Error occurred while initializing fusion. Setup could not load
fusion with LoadLibraryShim(). Error: 0x80131700
