I can't get my computer to go to system restore?

When I power up my computer and hit F10 the computer will not bring up the
system restore screen? It brings me to the safe mode start up which will do
none of the comands offered? Is there a way to force it to the restore
besides F10 on start up? I don't have a xp disc because its on the hard
drive of my computer? Please help its the Kids computer and there having a
hard attack because its down?
