How can I prevent form maximize when  double- clicking  title bar ?

I hope you can't. Why would you want to? People have been maximizing their
windows in that way for an awfully long time, you shouldn't change that
convention.

Technically, there are ways to prevent a window from being maximized
(first and foremost, setting the property MaximizeBox to false on your
Windows Forms form), but I think it would be pretty difficult to retain
the Maximize box while getting rid of the double-click behaviour.
