I have searched the Internet and found the following candidates for you to
draw Vector graphics in .NET.

http://www.codeproject.com/csharp/svgnet.asp

http://www.codeproject.com/dotnet/vgclock.asp

Note that since they'are third party class library, Microsoft don't
guarantee the security and stability of them.
