Does a .NET Control exist with following functionality?

Can anyone help me find a windows .net control that does the following?

I am looking for a .net control that enables me to have an almost like
windows explorer where I can add folders that contain logic that is
specific to our app.  However, I dont want this control to be tied to
the filesytem in any way.  I would like it to look almost like the right
hand windows pane you get when you view explorer in thumbnail mode.
Would be nice to toggle into other explorer viewer modes like details,
list, etc. as well.

I would prefer it to almost behave like a windows desktop where I can
create folders and when the user double clicks these folders, an action
in the application occurs.  I would also like the folders to be able to
be dragged so if the user closed the app, when he/she re-opened it, the
folders would be the position they last dragged them to.

Hope this all makes sense, does anyone know anything that could be used
to create this kind of functionality even if I would have to hack it up
a bit?

The left pane in Explorer can be done with a TreeView control; the
right pane can be done with a ListView.  They can represent whatever
you want, they aren't tied to the filesystem in any way.  The listview
has some of the modes you want; List, Details, or Icon.
