Put window straight on desktop

Anybody has an idea how to put window with background underneath
desktop icons? In other words the window should work bit like a desktop
wallpaper.

I've just found the effect I'm looking for is exactly the same as
active desktop window - you can move that window around the desktop and
it appears underneath all the icons...

I said 'I've just found' ;)
Just tried to visualise what I was trying to do... If you take a look
on Active Desktop thing you would know what I was talking about.
On other hand: if such an effect was possible to be developed by
Microsoft maybe somebody will know how (Bob?) to implement it...
