designtime controls can resize but not move

Hi all,
   I am greating a gui designer and am using the Hosting DesignTime
controls example to get started.

I have created a couple of Designers.
The RootDesigner being inhertited from DocumentDesigner while the others
are derived from ParentControlDesigner.

Strangely the top level controls can be resized but not moved. The move
arrows appear but it seems the underlying the DocumentDesigner will not
allow the movement. The nested controls all work as expected.

I have played with the CanParent by returning true but no avail and have
made not adjustments to the SelectionRules.

Any ideas

Is there a SelectionRules property you can override?

SelectionRules from ControlDesigner is virtual/overrideable
