How do I get rid of the dynamic help? It keeps coming back no matter what I
do (or did I try everything?)

If you close dynamic help while it is visible, whenever you launch VS, it
should not come back.  If you mean you are closing it and during your active
session it keeps coming back,
then you are likely hitting F1 or using help when there are no specfic
topics to be found for your working context.  VS shows the dynamic help
window as a last ditch effort in this case.  I'm not sure, but I think VS is
adding an option to control this behavior or simply not forcing the window
to the top anymore in Whidbey.
