Hello,
I have created an installer for my Visual Basic application using the
Visual Installer, which is really Visual Interdev. My VB app has
frequent updates requiring an update install.
My question is this : Can I make my installer simply overwrite
existing file. Right now my installer will install new files but not
overwrite existing files.
I would appriciate it if either someone could answer the question or
point me in the correct direction in finding an answer (possibly a
more pertinent group).

This isn't a direct answer to your question, but I would suggest that
you use WiX <http://wix.sourceforge.net> instead of the VSI approach.
VSI is very limited, while WiX is open-ended. Using WiX will require
that you understand more about Windows Installer, but it will let you
do anything instead of limiting what you can do as VSI does it.
