Microsoft Windows Installer 3.1 fails to install

On my computer I was running Windows XP sp2 with all the current updates.
I updated the OS to Win XP Pro with sp2.
Now, when I try to add to my Visual Studio, it notices that my MSI file is
3.0... and tries to install Windows Installer 3.1 which fails during
installation.

I tried using the Online Windows update and it noticed the same problem,
tried to install the WI3.1 - and failed... I found the file on Microsoft's
site, dl'd it and attempted to install locally, by ran into the same problem.


Any suggestions as to how I can install Windows Installer 3.1 v2 on my
system over the current Windows installer 3.0?
