License agreement dialog in setup projects

I don't understand how to get the license file to display properly.  I've
set the LicenseFile property and added it to the application's folder but it
doesn't display when the app. is installed.  I assume because the file is
not on the target system yet?

How is this supposed to work?

I've done it pretty much how you say you have.
My rtf license file is one of the deliverable files for the setup
project, but is marked as Exclude = true so that it doesn't actually
get installed.
