.resx files...needed?

What I mean to ask is, do all those .resx resource files need to be
installed on a production server in order to run a C# web application in
IIS?

In my opinion, no.  Contrary to WinForm resource files, WebForm resource
files doesn't seem to containes usefull information other than some visual
properties to be used in the design mode of Visual Studio
