How to Force Developers to subbmit comments in specific format

Is there any way in VSS to enforce the provision of comments when submitting code? I want to force developer to submit a comment AND force them to use a specific format (as above "Bug####:<free text>", where #### are numbers and <free text> is some free text description of the change

Is this possible
