HELP!!!!  "File ..... is already open."

I'm trying to share and branch a file to a separate
project directory and I get the following message:

File .... is already open.

This file is actually the project root folder that I'm
trying to branch to.  Not a specific file.

I tried creating a new folder so that I could move the
files to the new folder and branch to the new folder but
then I get the same message except the file that it refers
to is the project root folder immediately above the first
folder that was considered opened.

This has put our development team at a stalemate as I
cannot branch necessary files for development.

Any help would be greatly appreciated.

P.S. I've already performed "ss status" as per the
Knowledge Base article and this did not fix the problem.

You may want to contact Product Support to help you with this directly. If
you've run analyze on your database with no errors, then calling Product
Support is what I'd suggest.
