Assigning an administrator for VSS

I've installed VSS 6.0 on my workstation, but I need to
administer the project files, in addition to adding
developers and setting accessibility rules (read/write).  
What is the procedure for implementing this program?

Run the ssadmin.exe program to administer users. To add projects, etc., just
use the normal VSS Explorer. If you want to stop other users from creating
projects, you can turn on project security in the ssadmin program.
