This can happen with slow connections. I think MS recommends using a third
party product when something like this happens regularly.

How fast is your VPN? Are you sure you're able to access the database share
over the VPN? Does it work any better if you point the client at the
srcsafe.ini file on the server rather than redirecting through a local
srcsafe.ini? Using SourceSafe over a low speed connection is problematic,
but I've had it work at speeds down to 56Kbaud. At that speed it's
painfully slow for anything but small files. Also VSS is sensitive to
interrupted connections during checkins, so avoid checkins over a modem
line that was prone to dropped connections. On the other hand I've had good
results doing routine SourceSafe operations over a reliable DSL line. By
routine I mean getting or checking in 5 or 10 medium size source files. We
hope to provide you a faster remote connection experience in a future
relase. For now the third party products listed below are useful if you're
doing remote access to SourceSafe on a regular basis.
