SourceSafe as a Developer Tool

My understanding of Visual SourceSafe is that it is a code repository
tool, used to check-in and check-out code. It provides various levels
of access (read-only, read-write) to limit who can modify the code.

Recently a co-worker had tried to convince me that you can develop
code with VSS, that it in fact had the ability to create code. My
understanding is that this is not the case. My co-worker and I could
not agree on the capabilities of VSS.

I apologize for this being a very simple post/question, but could a
few VSS users please respond and briefly clarify the capabilities of
VSS for our benefit, so we can determine who is correct?

well, you can edit the stored files with a poor editor inside VSS. So it
actually IS possible to develop software, or can even write a novel.
however, it is not possible to compile and build your software with it.
So VSS is not an integrated development environment (IDE) like visual
studio (VS).

I'd say that you are correct because VSS is not an IDE. however, it is
possible to write texts with it and therefore you could use it to write
software (although nobody does it)
