My understanding of Visual SourceSafe is that it is a code repository
tool, used to check-in and check-out code. It provides various levels
of access (read-only, read-write) to limit who can modify the code.

Recently a co-worker had tried to convince me that you can develop
code with VSS, that it in fact had the ability to create code. My
understanding is that this is not the case. My co-worker and I could
not agree on the capabilities of VSS.

I apologize for this being a very simple post/question, but could a
few VSS users please respond and briefly clarify the capabilities of
VSS for our benefit, so we can determine who is correct?
