Confused on who can use the SS client

Situation:

Another of our sites uses .NET 2003 and has SS installed on a server
and they use it to check their code ( they have .NET 2003 Enterprise
Developer ) in and out for versioning, etc.

Our site just ordered some .NET 2003 Pro licenses and I'm concerned
that we won't be able to connect to the other site's SS server ( or ANY
SS server ) and share the codebase.

With PRO, can we use the SS client ( legally ) or is that only
available ( legally ) to be used with the E. Architect and E.
Developer?

The way I understand it, VSS doesn't really have a client piece and a server
piece.  When you purchase VSS, you purchase the entire VSS tool.  Versions
were made to be used with one another.

You can legally install VSS on your local machine and connect to the shared
VSS database.

New license will run around $500 USD.  Upgrade about $250 USD.
