"Rights by Project" greyed out

I was given an existing VSS installation to administer today (the previous
owner has left the company).  I have the password for the "Admin" user.  
However, the "Rights by Project" option is greyed out.  What would be causing
this?

Found it:

Tools --> Options --> Project Security --> enable Project Security
