Is there a way to get a list of the users defined in visual source safe
admin form the command line?

I'm actually in the middle of developing some free tools to help with
changing user rights. The current tool does list users (and optionally
their rights) from the command line. Check it out at
http://www.appling.org/ss2xml. The bulk of the tool is for exporting change
comments to XML for searching, but I'll be adding more administrative
features.

You can use it from under Windows as: cscript ssadmin.wsf /user:admin
/dbpath://myvcs/project1/ss.ini /listusers /rights
