Moving a Project to another VSS database

I have a user trying to move a project from the database in SA to the one in
Bristol, it did not preserve the history or retain all the datestamps, etc...
Please advise.

I think using the ssarc command you should be able to retain all history
except for the labels when moving a project to a new database.
