VS 2003 can bind Ctrl-V

I reinstalled VS 2003 and now the paste key doesn't work.  I can copy from
the VS editor and paste using Ctrl-V into wordpad.  I checked the key
bindings and they are correct.  I can bind paste to other keys but I can't
bind anything to Ctrl-V.  This only seems to affect the Visual Studio code
editor.  The paste key works in the Visual Studio HTML editor.

Any ideas?

Found the problem.  It was a third party editor addin that broke it.  I'll
take it up with the developer.
