CAB file format recommendations using Windows Installer

Hi,
I did not find a more matching category, so I post my question here, since
it has to do with setup.

I am using InstallShield X and have problems extracting one specific file
out of the data1.cab file. This occurs with Windows Installer, WinRar and
even if the data1.cab is generated with makecab.exe directly (makecab.exe
default.mdb NEWCOM~1.CAB). The extraction fails on Win 2000 only. Other
platforms (Win2003 or XP) seem to have no problems during extraction.

So my question: Are there any recommendations regarding this behaviour using
Windows Installer and the CAB File Format?
