VS.NET 2003 always forgets my new ToolBox Tabs (and even Components added to it)

I am having this weird problem with VS.NET 2003. As I am developing web
controls and windows controls I decided to add a special tab called "My Web
Controls". In it I added my web control (Release directory version) using
the Add/Remove option. OK, it gets added but I have two problems:

1. When I try to drag the web control and drop it into the web form's
design-mode window, it simply does not do it!. I get the "not allowed" icon
(the circle with a diagonal line accross it). I don't know why, the
component compiles without problem and works.

2. When I close the solution and exit VS.NET, the next time I start VS.NET
my "MY Web Controls" tab is gone and I have to do the whole thing again.

Any ideas why this is happenning?
