Need Help with Problem after install

When I Create a new Windows Project I get this error:

"Error accessing the OLE Registry".  The Project is created without
references.

Then I try to add a new windows form and I get this error message:

Can not run the 'C:\Program Files\Microsoft Visual Studio .NET
2003\VC#\CSharpProjectItems\LocalProjectItems\..\CSharpAddWinFormWiz.vsz'
wizard.

I have looked everywhere for a solution to this problem.

I have uninstalled 4 times and reinstalled and still get the same error.  My
userid for this computer is the local administrator.

Any suggestions are welcome.

I'm getting this EXACT same error.  I've uninstalled/reinstalled
repaired, restored my laptop to an earlier system checkpoint and
installed again.  I get the same error as below.  I'm wondering if it
might be a XP/SP2 incompatibility with VS 2003.  I'm running XP 5.1 SP2
(build 2006.xpsp_sp2_gdr.050301-1519) and trying to install .Net from
the April 2004 Microsoft DVD.

Any suggestions?  Gerry did you ever get it working?
