Error trying to install Visual Studio .NET 2003

I'm trying to instal VS.NET 2003 Enterprise Architect on a WinXP SP1 machine,
but keep getting this error:
setup.exe: [2] ISetupComponent::Pre/Post/Install() failed in
ISetupManager::InstallManagerHelper()
setup.exe: [2] Component error string not specified in
ISetupManager::AddToActionResultCollection()

This is EXACTLY what is described in KB article 326027 (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;326027 )

However the resolution of the problem does not work for me. The KB article
states that this is due to strange characters in the RegisteredOrganization
of the machine, however this is not my case (my company's name has only 3
letters and no strange characters).  I've also verified that the
RegisteredOwner doesn't have strange characters.

Can anyone help?

Charlie,

Are you getting a specific error message?  If so what is the error message?
What happens if you run setup after clean booting the machine with the
System Configuration Utility(msconfig.exe)?

    Start > Run and type msconfig and then click Ok
    Select the Services Tab
    Click Disable All
    Locate and Check the Windows Installer
    Click Ok
    Reboot when prompted
    Install product
