Specified module could not be found

I've searched high and low for an answer to this.  A Google search of Usenet
turns up the same experience over and over, but I cannot find a reply.

I just installed VB.NET Standard 2003.  However, when I try to create a
project, I get "the specified module cannot be found" from Visual Studio.
What module?

I have uninstalled, reinstalled, installed things (IIS, MSDE, VS.NET) in a
different order (starting with oldest technologies first).  Nothing works.
I also get a JavaScript error when clicking on the "My Profile" page.

What gives?  If it helps, I am running ZoneAlarm Pro 3, Norton AV 2000, and
I'm behind a router.

In most cases, we find that installing the Microsoft Windows Scripting Host
5.6 will resolve the issue of the Javascript error.  You can download it
from http://msdn.microsoft.com/scripting.

It also appears from some notes I found, that the installation of the
Windows Scripting Host 5.6 will resolve the "the specified module cannot be
found issue" as well.
