Hello Gak,
As for the default values of those variables(suc has TARGETDIR) in setup
MSI packagem, they're naturally supported in platform installer sdk. For
visual studio setup project, it only encapsulate some subset of the
functions provided by platform installer sdk(such as filesystem, regsyste
and custom action configuration). For those setup or environment specific
variables, the visual studio setup project doesn't provide interface for us
to manipulate them(or set initial values). So far we still have to use
some raw interfaces to configure those variables/properteis. The orca
utility is a sdk tool that support this as you've mentioned. Also, you can
try using a script file to manipulate those properties programamtically
through the WindowsInstaller.Installer interface.
Thanks for your understanding.
Sincerely,

Note: The MSDN Managed Newsgroup support offering is for non-urgent issues
where an initial response from the community or a Microsoft Support
Engineer within 1 business day is acceptable. Please note that each follow
up response may take approximately 2 business days as the support
professional working with you may need further investigation to reach the
most efficient resolution. The offering is not appropriate for situations
that require urgent, real-time or phone-based interactions or complex
project analysis and dump analysis issues. Issues of this nature are best
handled working with a dedicated Microsoft Support Engineer by contacting
