MS Visual Studio 2005 Pro - Setup Failed

Situation:
Installing MS Visual Studio 2005 Prof on Laptop running Win 2000 SP4.
Running off the company's Domain
Tried to install Full features and the following was displayed:

The following component failed to install:
- Microsoft Data Access Component 2.8 SP1

The following component was not attempted:
-  Microsoft Visual Studio 2005 Professional Edition - ENU

Does anybody have an idea on how I can proceed?
Do I need to have administrative priviledges to install MSVS 2005?

I think I may have answered my own question:
- I found out that if I logged in as the local Admin and performed the
installation, the MSVS 2005 installs properly.  This was done on a Windows XP
Professional PC.  Now I will need to experiment on the Windows 2000 OS to
verify this is truely the case.

I guess I was wrong - I logged into Windows 2000 as Administrator and the
installation still failed.
The logged displayed the following:
MDAC 2.8 SP1: Error code -2147024891 for this component means "Access is
denied." ...
2] DepCheck indicates Microsoft Data Access Components 2.8 SP1 is not
installed.
....

I investigated on whether MDAC 2.8 SP1 was installed on my PC by using MDAC
Utility: Component Checker.  It's not apparent one way or the other.  It
looks like I might want to install the MS SQL Server 2005 Dev Edition.  This
may provide me with the required files.
