Customization Enter a EULA and other objects

Q1:

Is there a way to include a EULA using the studio installer?  I have a
VB program and I want the end user to agree prior to proceeding with
installation.

Q2:

I also would like to add a splash screen.  

Do I have to do this in dev studio?

If you mean VS 2003 (I think it's in VS.NET too) the User Interface view
lets you add a dialog, and one of the dialogs is a License Agreement that
has a property box that lets you browse to a file.

With the project selected in Solution Explorer, use View, Editor, User
Interface. Right-click on Start has an Add Dialog. Right-click on a dialog
lets you move it up and down.
