Prerequisites install problem (Microsoft FrontPage 2000 Web Extensions Client)

I am trying to install this on a Windows 2000 machine with SP4 applied.

I am running the file (weccom.msi) directly from the CD but it's start
installing then I get a "File Protection" error and get prompted for my SP4
CD (I don't have a SP4 CD).

I forced the installation of vs.net using the /no_bsln_check but now when I
try and create a ASP application it complains that it can't find the FP
Client.

I don't have IIS running locally as I will be using a sepearte IIS server
(not sure if that makes a difference).

Any ideas ?

Sorted now, I had to install IIS locally and also install Frontpage Server
Extensions.
