PRB: Visual IDE Does Not Open When Started or Application Cannot Start Error Message

When I try to launch Visual Studio .NET, I get the following error message:

The application cannot start.

I click OK and it closes down

I click help and get the following message

Visual Studio.NET was not able to load because the file Msxml3.dll could not be loaded

I followed the repair instructions on the microsoft.support.com website under article Q306905, yet I am still getting this problem

Can anyone help?!

I have a similar problem installing MS .NET Framework 1.1 SDK on W2K and trying to use the "Microsoft Document Explorer". I followed the instructions in Q306905 and then I re-registered msXML4.dll as suggested by Nick. It still doesn't work. (Visual Studio is unable to load because the file MSXML3.DLL cannot be loaded...)

Pls advise.

Install the MSXML Parser 3.0 Service Pack 4 and Windows Script 5.6.  Both
are available at http://msdn.microsoft.com/downloads.
