VS2005 Team Test setup fails to load sitsetup.dll

I am trying to install Team Test on a Windows Server 2003 SP1 system that I
have already successfully installed TFS Build on. Whenever I try to launch
the setup.exe I get an error message saying:

Error
---------------------------
Unable to load sitsetup.dll. Setup cannot continue.
---------------------------
OK  
---------------------------

I have copied the installation files from the CD to a network share, and
then directly to the hard drive of the target system and am attempting to run
setup directly from the local hard drive.

Is there something I am doing wrong here?

I've run into the same problem.

Yes. I had a bad copy of the installation media. Recopied correct media to
the network share and everything works fine.
