ASP.Net Load up

I have a vaio desktop and have just installed VB.Net to attempt to learn
ASP.Net using VB.Net.

I seem to be unable to load a new ASP.Net project - the program turns to
"not responding" whereas when I try a new windows program it loads up fine.

I have tried changing the setting for the firewall thinking the SP2 might be
preventing this etc. Has anyone else had this problem and therefore a
solution?

I should add that I bought Visual Basic.Net 2003 Standard to run on Windows
XP Professional.
