VS2003 Install Says Another Setup is detected

After clicking on the link to install prerequisities I get a dialog stating that "Setup has detected that another program requires the computer to reboot. You must reboot the computer before installing visual Studio Prerequisites".  Rebooting doesn't help and clearing the \AppPaths\setup.exe in the registry didn't help either.  AFter failing many times, I then installed other software (including VS2005) with no problems. Tried VS20003 and still get the same error.
