Internal Error 25003 with GP deploy

We are trying to deploy visual studio using Group Policy, we have had no
other problems with any other applications, nor with the prereq's for Visual
Studio, however when we try to deploy VS.NET 2003 through VS it fails with
the error message "Internal Error 25003".

The only references I can find on the web are to do with bad media, but we
are installing from an administrative share, I am completely flumoxed, any
help would be appreciated.

We have tried an install from using the visual studio transform file, doing
a default one and trying to create our own using the custom installation
wizard from the ORK.

Hope someone can help

So people don't ask what I am running

Windows XP Pro with SP2 applied, firewall disabled and "microsoft installer
runs with elevated permissions" set to enabled in the group policy for the
OU this installation is coming from.
