Internal Error 2349 on VS.NET 2003 Repair

I'm trying to run a reinstall/repair and at least halfway through, I'm
getting a dialog "Internal Error 2349" and the install rolls back.

I'm running VS.NET 2003 Enterprise Architect with Windows XP Pro SP2.  My
installation media for VS.NET is DVD.  According to vsinstall71.txt, looks
like it errors out here, but have no idea what fix might be:

According to some internal logs, this problem is caused by the cabinet.dll.
you may perform following steps and let me know if it could resolve your
problem.
1. Boot into Safe Mode
2. Navigate to the %windir%\system32 folder
3. Rename or Delete the cabinet.dll file
4. Navigate to the %windir%\system32\dllcache folder
5. copy the cabinet.dll file from dllcache to %windir%\system32
6. reboot the computer
7. install visual studio.net
