A problem has been encountered while loading the setup components.

I have tried everything that I know and have found regarding this, but I am
unable to install VS .NET.

The prerequisites install fine, but I get the following errors when I try to
install VS:

vsinstall71.txt  and vserror71.txt contain items like this:

setup.exe: ***ERRORLOG EVENT*** : ModuleID not found in map in
GetSetupComponentByModuleID() -- [{28a1165e-1ae6-11d4-a53a-0090278a1bb8}]
VS70pgui: ***ERRORLOG EVENT*** : ERROR: Failed to obtain Setup Component by
Module ID.
VS70pgui: ***ERRORLOG EVENT*** : ERROR: Failed to obtain Setup Compnent from
IID_ISetupComponent.
VS70pgui: ***ERRORLOG EVENT*** : ERROR: Failed to populate selection tree.

Of course I get a slew of these.  I have uninstalled VS, cleaned the
registry of everything that I can think of that pertains to VS, clean the
"installer" directory, made sure "everyone" has full access to drive, the CDs
install fine on other workstations.

I'm basically at a loss as to what is preventing VS from installing.  I
believe something is missing, but I do not know what.

Any ideas would be greatly appreciated.

Additional information:

I did have VS 2005 installed but uninstalled that, then went to uninstall VS
2003, had problems and had to clean everything.  Now I can not re-install VS
2003 as it says "There was an error processing setup data files" and "A
problem has been encountered while loading the setup components".  However,
the CD's install fine on other workstations.
