Can't open or create VB/C# projects using VS2003 on XP MCE 2005

When I choose New Project, and I choose something like Visual Basic
Projects/Windows Application, I
get an error: The application for project 'C:\Program Files\Microsoft Visual
Studio .NET 2003\Vb7\VBWizards\WindowsApplication.vbproj' is not installed.  
Make sure the application for the project type (.vbproj) is installed

I Have the exact same problem with VS2003 on Windows XP sp2 (tablet). And
it's the same for all project types.

Re-installing the framework did the trick.
