VS .net 2003 install hangs

Context:

Win XP SP2, including latest security patches
VS .net Pro on CD, came with MSDN Pro subscription
Norton AntiVirus, Internet Security alive but disabled

Problem:

Install hangs on CD 2 attempting to install
file "Setup.ini" associated
with .\CompactFrameworkSDK\ConnectionManager\Bin\DriverIns

I've got the same problem and it's ticking me off.

In most cases, this is IIS hanging.  You should be able to use MSConfgi.Exe
to install the product.  Here are the steps that I most often use in these
cases:

Start > Run and type Msconfig and then click Ok
Select the Services Tab
Select Disable All
in the first column, locate and check Windows Installer
click Ok
Reboot when prompted
Install VSNet.
