Is this true for any program that use the PIAs or just VSTO? That is, do the
users of my COM Add-in (which uses the office PIAs) have to have Office Pro
also?

Thanks,
Bob

There two types of MS Office application: COM ADD-in and VSTO project you
can develop with VS and VSTO2005 (not VSTO2003 and VSTO2005SE, these are VS
Add-on only and can only be used for VSTO project).

The limitation of MS Office2003 Pro is only applied to VSTO project (not all
application type developed by VSTO2005 is VSTO project, though. Very
confusing, eh? Blame MS markeing guys).

You can use VS2003, VS2005 and VSTO2005 develop Office COM Add-ins. If you
use VSTO2005, even only to do Office COM Add-ins, you still need MS
Office2003 Pro, not because of COM Add-in, but because of VSTO2005
installation that requires Office2003 Pro.

Which version of VSTO are you trying to install?  There are 3.
