VSTO 2005 requires Office 2003 SP1. There's no way to get around that.
VSTO 2005 SE requires Office 2003 or Office 2007 + either VSTO 2005 or Visual Studio 2005.
If you want the ability to create VSTO document projects, you need VSTO 2005 and thus you need Office 2003 SP1.

I have the same problem but can wait a bit. Any chance this will be resolved
when O2007 is released? Or would I still need to jump thru these same hoops?

The "SE" version of VSTO 2005 does not include document-level templates,
only templates for application-level add-ins. For document-level templates,
you need the original VSTO 2005.
