How do I create an ImageCollection

In the resource editor when I select Images all RMB items are greyed out.
When I click Add Resource dropdown there is a "New Image" item but it's
sub-menu is empty.

What am I missing?

Sorry, I'm not sure I have understood your issue completely.
Would you please clarify something for me? I'm not sure what RMB did you
mentioned and which type of image did you select. By the way, for such
issue, a screen-shot will be very helpful. Could you also send me a screen
shot about this issue? My alias is v-wywang@microsoft.com
