Website Publish Build error #22

I suspect that I have an IDE configuration issue - but I just haven't been
able to find it...

I am trying to "publish" build my website and I get a:  Error 22 Access to
the path C:\Documents and Settings\<my temp folder>\temp^144\bin\<some file>
is denied.

The subfolders and files do not exist before the build and when the crash
ocurrs, those folders and files dissappear.

What do I change to make this stop happening?

Any help here would be great,
