auto formatter changes continuation line tab spacing

Whenever I make a change to a line that has the line continued into
the next line with _, the auto formatter adjusts the tab spacing of
that next line.  Is there any way to fix this problem?

Normally, the auto formatter makes the continued line start at the
same indentation, but this fix-up bug removes the indentation, so the
continued line started before (more to the left of) the previous
line.  Kind of annoying.
