VS2003 SP1 Broke Rebuild Only selected project

After installing VS2003 SP1, right clicking on a project and selecting
Project Only-Rebuild Only <Project Name> does nothing when the project is
already up to date.  It's like it's doing a Build Only instead of Rebuild
Only.

If I do a Clean Only, then Rebuild Only will cause it to build, but once
it's build, Rebuild Only stops working again.

The same happens when using Rebuild Only from the Build menu.
