VS IDE Toolbar

Is there a way to stop the toolbars appearing and disappearing everytime I
click from one window to the other?

This makes the toolbar area expand/collapse in height so whenever I click a
window, a toolbar appears, the window i just clicked in moves up/down and
for some reason it then interprets a single click as a double click
(bringing up the code window for example) or worse, interprets my single
click as a drag and drop which plays havoc in the Solution Explorer window!

Without a fixed toolbar area the IDE is unusable!

I find a good solution is to put everything on one line and make use of the
auto-hiding feature. If I actually need an editor-specific toolbar, like the
dialogue or image editor, I usually float it out of the way; otherwise I
remove them anyway.
