Hi;

I was given a project by someone else and when I added it, it has a folder
for bin and obj. They are shown with a dotted outline of a folder. I have
deleted the directories on disk and in the solution explorer but as soon as I
build, they come back. It's just this one project.

How do I get rid of this?

These folders are created when you build ("obj" for temporary data, "bin"
for the output assemblies"). The Solution Explorer shows them if you have
clicked the "Show All Files" button on the toolbar of the Solution Explorer,
you turn it off (this setting is per-project, not for the whole solution).
