Project property pages are read-only

All of the sudden, every single project's property pages are read-only, there
are no settings displayed when selecting each property pages.  Newly created
projects have the same behavior.  Doesn't matter if the project is a C#, C++,
VB, MFC, ATL, etc.

Has anyone experienced this problem?  How do I go about fixing this?  I
don't want to re-install Visual Studio .Net 2003 just to solve this problem.

I have a similar problem, I  repaired my vs2005 installation and it still
persists
