VS 2005 (at least Visual Basic) by default saves outlining for blocks of
code.
Are you seeing other wise? Are you running the released (RTM) version of VS
2005 or one of the betas or CTPS?

| that upon first opening a file, outlines are collapsed, but I'd rather
| save what I have set to be collapsed or non-collapsed when I save and

I am seeing otherwise. But only to a certain degree. Some outlining is
retained, other outlining appears to reset upon opening the file again
after closing VS2005. Specifially some collapsed XML documentation
comments.
